IonQ vs the list — Trump’s $2B quantum bet and how to pick the survivors
W Insights · May 25, 2026 · DIR
IonQ is the real number one — even though the US government’s $2.01B CHIPS Act quantum bet did not include it. We map the nine recipients, the Trump-administration equity-acquisition playbook, and how to separate fundamentals-led winners (IBM, IonQ) from theme spikes (D-Wave, Rigetti).

On May 21, 2026, the US Department of Commerce (NIST) made the largest quantum-computing policy bet on record: letters of intent for $2.013 billion across nine quantum companies under the CHIPS and Science Act. This is not a grant. The government is taking equity directly, with milestone-based tranches and newly issued shares at a 15% market-price discount. Original release: NIST press release.
The Trump administration has run this playbook before — semis (Intel +5x), rare earths (MP Materials +2x). Quantum is the fifth chapter. The real protagonist of the story, however, is IonQ — which was not on the list but already dominates the sector on fundamentals.

01 | The $2B structure — how it splits across nine companies
The key is the structure. Unlike Intel, which received $8.9B in a single tranche, the quantum awards are milestone-based — the government acknowledges the technology risk and is staging its commitment. IonQ, notably, did not appear on the list.
IBM’s $1B award funds a new entity called Anderon, the first US dedicated quantum wafer foundry. IBM self-matches with another $1B, for a $2B total project.

| Company | Ticker | Award | Tech | Note |
|---|---|---|---|---|
| IBM | IBM | $1B | Superconducting + foundry | Spinning out Anderon |
| GlobalFoundries | GFS | $375M | Quantum foundry | Multi-modality |
| Rigetti Computing | RGTI | $100M | Superconducting qubits | 3-year milestone tranches |
| D-Wave Quantum | QBTS | $100M | Annealing | Bookings surge $33.4M |
| Infleqtion | INFQ | $100M | Neutral atoms | DARPA / NVDA partnerships |
| Atom Computing | — | $75M | Neutral atoms | Private |
| PsiQuantum | — | $75M | Photonics | Private |
| Quantinuum | — | $75M | Trapped ion | Honeywell subsidiary |
| Diraq | — | $50M | Silicon spin | Australian, private |
02 | The Trump industrial-equity playbook — chapter five
The administration has used direct-equity industrial policy repeatedly. Looking at the four prior chapters, the pattern is clear: only names with fundamentals catching up sustain the gains.
The formula is simple — “government investment provides ignition; fundamentals provide acceleration.” Companies without revenue spike and then mean-revert. Hard.

| # | Sector | Company | Outcome | Why |
|---|---|---|---|---|
| #1 | Rare earths | MP Materials | Held +2x ✅ | Revenue +49%, turned profitable |
| #2 | Semis | Intel | +5x ✅ | Q1 2026 earnings surprise +2,800% |
| #3 | Lithium | Lithium Americas | Spike then fade ⚠️ | No revenue → pop only |
| #4 | Critical minerals | Trilogy Metals | -60% ❌ | No fundamentals |
| #5 | Quantum | 9 names + IonQ | TBD | Only fundamentals-led names survive |
03 | Buckets — which quantum names to watch (with IonQ)
Group the nine recipients into safe / growth / mixed signal buckets — plus the off-list standout: IonQ.

| Bucket | Names | Profile | Posture | Risk |
|---|---|---|---|---|
| Safe | IBM, GlobalFoundries | Large core + quantum exposure | Long-term hold | Low |
| Growth | Infleqtion, Rigetti | Revenue growth + award beneficiary | Medium-term | Medium |
| Mixed signal | D-Wave | Revenue -81% / bookings +1,994% | Wait for conversion | High |
| Off-list standout | IonQ | Revenue +755%, $3.1B cash | Top focus | Medium |
| Theme (Korea) | Korean quantum names | Indirect exposure | Short-term only | Very high |
04 | The real number one — IonQ, off the list but on top
IonQ (IONQ) was not on the funding list. Yet on May 21, it still rallied +12.25%. Not just halo: IonQ is already dominating the sector on its own fundamentals.
Q1 2026 revenue of $64.7M (+755% YoY) is 7x Infleqtion and 14x Rigetti. Annual guidance raised to $260–270M. With $3.1B cash, IonQ is acquiring Oxford Ionics ($1B) and SkyWater Technology ($1.8B) — vertical integration in motion.

| Company | Ticker | Q1 2026 rev | YoY | Cash | FY guide |
|---|---|---|---|---|---|
| IonQ | IONQ | $64.7M | +755% | $3.1B | $260–270M |
| Infleqtion | INFQ | $9.5M | +14% | n/a | $40M |
| Rigetti | RGTI | $4.4M | +193% | $569M | n/a |
| Quantum Comp. | QUBT | $3.69M | +5,950% | $1.42B | n/a |
| D-Wave | QBTS | $2.86M | -81% | $588M | Bookings $33.4M |
2026 is the strongest start in IonQ’s history. We signed the first commercial contract for a 256-qubit system and are transitioning from component-level testing to fully integrated system tests.

05 | May 21 quantum stocks reaction — what moved how much
On the announcement day, the whole sector ripped. Even off-list IonQ +12.25% — clear halo. Profit-taking has since trimmed the gains.

| Company | Ticker | 5/21 move | On list? | Now |
|---|---|---|---|---|
| D-Wave | QBTS | +33.0% | ✅ $100M | Correcting |
| Rigetti | RGTI | +30.6% | ✅ $100M | Correcting |
| Infleqtion | INFQ | +28.0% | ✅ $100M | Correcting |
| IBM | IBM | +14.0% | ✅ $1B | Steady |
| IonQ | IONQ | +12.25% | ❌ Not listed | Supported by fundamentals |
| QUBT | QUBT | +19.0% | ❌ Not listed | Pop and fade |
06 | Korea — quantum cryptography and short-term theme plays
Korea has almost no listed pure-play quantum-hardware makers. Most Korean exposure is quantum cryptography, security, and optical infrastructure — classic theme-stock territory.
Pattern: US headline → Korean names spike → fade fast if revenue does not follow. SK Telecom holds a formal partnership with IonQ — the most direct large-cap exposure.

| Name | Code | Type | Quantum link | Posture |
|---|---|---|---|---|
| KCS | 068270 | Quantum crypto | QKD solutions leader (KR) | Short-term |
| Woori-Ro | 046970 | Optical / quantum | SPAD (single-photon detector) | Short-term |
| KOWEAVER | 056360 | Optical infra | Quantum-network equipment | Short-term |
| Dream Security | 203650 | Quantum security | Post-quantum cryptography | Short-term |
| SK Telecom | 017670 | Large-cap partner | IonQ partner, quantum cloud | Medium-term focus |
| SOL US Quantum TOP10 | 0023A0 | Korea ETF | Includes IonQ, RGTI, etc | Diversifier |
07 | Valuation risk — is IonQ and the basket expensive?
The biggest risk is extreme valuations. Rigetti (P/S 592x) and D-Wave (606x) can crater on a single execution miss. Even IonQ is at ~320x — high, but revenue growth is far faster.

| Company | Ticker | P/S | Cash | Rev growth | Risk |
|---|---|---|---|---|---|
| IonQ | IONQ | ~320x | $3.1B | +755% | Medium — diluting via growth |
| Infleqtion | INFQ | ~320x | n/a | +14% | High — slow growth |
| Rigetti | RGTI | ~592x | $569M | +193% | Very high |
| D-Wave | QBTS | ~606x | $588M | -81% | Very high (revenue shrinking) |
| QUBT | QUBT | ~580x | $1.42B | +5,950% | High (base effect) |
| IBM quantum unit | IBM | Normal | $14B+ | Solid | Low (core dominates) |
□ Execution: Milestone-tranche awards can be paused if tech targets slip
□ Competition: Google, Microsoft, Amazon are building their own quantum hardware
□ Timeline: Commercial-grade quantum advantage is still 3–7+ years away
