On May 21, 2026, the US Department of Commerce (NIST) made the largest quantum-computing policy bet on record: letters of intent for $2.013 billion across nine quantum companies under the CHIPS and Science Act. The key is the structure. Unlike Intel, which received $8.9B in a single tranche, the quantum awards are milestone-based — the government acknowledges the technology risk and is staging its commitment. IonQ, notably, did not appear on the list.

IBM’s $1B award funds a new entity called Anderon, the first US dedicated quantum wafer foundry. IBM self-matches with another $1B, for a $2B total project.

06 | Korea — quantum cryptography and short-term theme plays

Korea has almost no listed pure-play quantum-hardware makers. Most Korean exposure is quantum cryptography, security, and optical infrastructure — classic theme-stock territory.

Pattern: US headline → Korean names spike → fade fast if revenue does not follow. SK Telecom holds a formal partnership with IonQ — the most direct large-cap exposure.
